When doing both facial waxing and facial treatment during the same appointment, which do you find is the best service to perform first?

Depends on what kind of facial service you are providing and the area that is being waxed
I also find that you can get away with a bit more by using Hard Wax instead of soft wax. 
Most of m regular facial clients are on retin-a and I wax them no problems with hard wax as long as they DC retin-a 72hours before waxing and facial peels/microdermabrasion 
I will do eyebrow or lip wax first and then when it comes to the peel I will apply a light layer of aquaphor to the waxed areas and then peel around the area. If they want a full face wax I have them come back a week later because I won't risk irritation or reactions by doing both.

Absolutely waxing first :)  After exfoliation and extractions from the facial your client may have some open lesions that would "smart" if waxed over.  

High frequency (after waxing but, during the facial process) is fantastic germicidal and will help seal the hair follicle and prevent pesky post waxing breakouts !  Best wishes
