As far as I can tell - you may retail the product.

I know that it seems similar to eyebrow and lash tinting (vegetable dyes), but your best bet is to check directly with your state board.

If there is nothing strictly prohibiting the service, it would still be wise to make up a nice release/consent to service form prior to working with client.
