From the Texas Dept of Regulation and Licensing (TDLR):

April 1, 2012, is the deadline for people possessing the required training or experience to qualify for the new eyelash extension specialty license under the grandfather provision.

If you or someone you know has successfully completed a training program provided by an eyelash extension manufacturer or distributor or, if they can demonstrate at least 240 hours of experience in eyelash extension application, they are eligible to submit a department application to receive the license. Applicants missing the April 1 deadline are required to complete an eyelash extension training program that includes 320 hours of instruction and practical experience and pass the required examination.

IMPORTANT! Please note: Cosmetology operators, estheticians, operator instructors and esthetician instructors may continue to perform eyelash extension applications without an eyelash extension specialty license. It is not necessary for people with these licenses to apply for the eyelash extension application specialty license.
