LCL Beauty has great prices and offers for facial beds. (under $600 for electric motor ones/ and a lot cheaper for hydraulics)

I bought an LCL hydraulic bed, and spent about $300 for it. The hydraulic part didnt function when someone was on the bed, just when it was empty. It squeaked every time someone got on/off the bed, and I oiled it and couldn't find the source. It didn't seem very stable...sometimes collapsed at the feet. LCL is great for stuff until you can afford better...everything I've bought from them I've had to replace after a year of use (part time use).
I just purchased a new facial table and I LOVE IT!!! It was $499 plus about $150 in shipping. It's hydraulic, plus both the head and foot articulate AND it turns 360 degrees. Plus, it came almost fully assembled - I had to put the arms on. And it has a hydraulic stool, too. In 20+ years in this business, it's probably the best buy for the money that I've ever made.

This bed is at the higher end of your budget, but check it out. I bought it and am absolutely thrilled. If 360 swivel is important for you, this bed doesn't have that feature. Otherwise, it's got everything else you could ask for--100% electric, ADA compliant, all accessories included, easy to maneuver, comfortable and attractive.
