Brow shaping could definitely make sense.
I don't do leg waxing on anyone who is not willing to maintain it. I don't know that a child this young would be okay with the discomfort and the frequency. But maybe you should see her yourself and go from there.
I agree,once again, with Samantha, but just so you know, I've been waxing my son's eyebrows since he was 8. Lawds! He needed it!!! Lol

My son is 19 and has needed it for years. I am STILL trying to talk him into it.
My little brother agreed to it and when it came down to the time (the wax was ready) I found him hiding under the bed.
Once it was done he was like "that's it?"
Waxing before puberty is the BEST way to start waxing it slows down the regrowth of the hair.
I would make sure a parent is present in the room.
It is GREAT to wax before she starts her period.....the hair is finer and will grow back even finer.
I had a client I waxed since she was 11yrs old,full leg,bikini,stomach,brow and lip....she was a swimmer and upset about all her dark hair on her body.
Her Mother paid for this monthly, she was the same way when she was her age.
It depends on the situation.
