Stubborn hair that won't wax off!

Hello Everyone :)

I have a client that comes in regularly for brow and lip wax. She in her early 50's and her skin is VERY soft. I'm having problems waxing her, each time I spend more and more time tweezing then waxing. A lot of the hair remains after the wax, I've also noticed that the wax sometimes has difficulty adhering to the skin at the end where I want to lift it. I use Ciripel Blue and I cleanse before with their pre-lotion and I dry the areas with a dry cotton round, I even tried a little powder last appointment but nothing seems to work. I don't understand why I'm having such a hard time with this client, I don't have this problem with other clients.

Anyone have any insight on this? Your help is appreciated, I'm at a loss! :(

Is the wax cooling off by the time you get to end. Also maybe cleaning twice if she over oily skin-and enroving the hair back and forth with stick.

No, I don't believe the wax is cooling off, especially since it's hard wax, I'd notice. I'm seriously at a loss, it's frustrating as I spend more time tweezing then waxing her. I've even tried applying the wax in the opposite direction of the hair growth first then in the direction of growth to try to encapsulate it, but to no avail. I just don't get it. :(
